After eleven years, four studies and two failed referendums, the city council voted 23 to 18 on Tuesday night to fund the harbor tunnel. Construction is scheduled to begin next spring.
"This is the most consequential vote of the decade," council president Ana Beck said after the session. Opponents argued that the money would be better spent on the aging tram network.
The tunnel would replace the drawbridge that has split the northern districts from the port since 1968. Traffic planners expect the crossing time to drop from twenty minutes to four.

The harbor ferries carry 9,000 people a day. Two of the four lines would lose their reason to exist the moment the tunnel opens.
